This report is the first social responsibility report issued by Anhui state owned Assets Operation Co., Ltd., which reflects the social responsibility practice and performance of the provincial state owned assets operation company in promoting enterprise reform and development, social contribution, Party building and other aspects in 2016, and provides convenient communication channels for all stakeholders.

（1） Company profile
Anhui state owned Assets Operation Co., Ltd. (hereinafter referred to as "provincial state-owned assets operation company") is one of the large-scale state-owned enterprises supervised by SASAC. Its registered capital is 1.1 billion yuan, and its main business is investment and asset management. The company was established in 1999 with the approval of Anhui provincial government (Anhui zhengmi  No. 129) and was the only provincial platform enterprise in Anhui at that time. In 2001, the provincial government put the company under the management of the provincial large-scale enterprise working committee; after the establishment of the provincial SASAC, the company was supervised by the provincial SASAC.
The main functions and business scope of the company are as follows: first, to exercise the responsibilities and rights of investors of state-owned assets authorized by the provincial government and the provincial SASAC, and to appoint property rights representatives or equity representatives according to law; second, as the operating subject of state-owned assets, it carries out asset management activities such as investment, holding, equity participation, property right acquisition and property right transfer in the way of market operation, and carries out securities within the scope prescribed by the state Third, to undertake the work assigned by the provincial government and the provincial SASAC.
The headquarters of the company has 9 functional departments: Office (Party Committee Office), finance department, human resources department, investment department, property right department, party and masses work department, discipline inspection and supervision office, legal office and logistics management center.
The company has nine wholly-owned subsidiaries and one directly affiliated unit. The company is the largest shareholder of six companies, namely Hua'an securities company, Anhui anzhen group, Anhui Shui'an construction group, Anhui architectural design and Research Institute, Anhui bidding group, and Anhui property rights trading center. The company has also participated in more than 10 high-tech, listed, financial, tourism and other types of enterprises.
By the end of 2015, the company's total assets and net assets were 12.442 billion yuan and 5.009 billion yuan respectively. In 2015, the company realized a total operating income of 6.502 billion yuan and a total profit of 361 million yuan.
Based on the professional field of state-owned assets operation, the company will continue to strengthen the construction of operation functions through reform and reorganization, innovation and scientific management, and strive to create an upgraded version of the operation platform, so as to build the company into a new platform enterprise with reasonable property rights, complete system, excellent brand, excellent culture and remarkable benefits, so as to boost the adjustment and upgrading of the industrial structure of the whole province and better serve the whole province economic development.

The provincial state-owned assets operation company clearly establishes the awareness of social responsibility of Anhui provincial enterprises, attaches great importance to social responsibility management, constantly increases the construction of corporate social responsibility management system, integrates the concept of social responsibility into corporate governance and development strategy, and implements it in all aspects of operation and management.

（1） Industry status and role
As one of the provincial state-owned assets management platforms, the provincial state-owned assets operation company is committed to balancing the relationship between the "operational" and "functional" of state-owned assets, coordinating the relationship between "economic benefits" and "social responsibility", promoting the supply side structural reform, actively exploring the innovative mode of state-owned capital operation, and constantly strengthening the operation and control ability of "capital management". Through equity operation, value management, orderly advance and retreat, we can promote the rational flow of state-owned capital and realize the value maintenance and appreciation of state-owned assets; through investment and financing, capital guidance and capital integration, we will promote industrial upgrading and transformation and development, and make new contributions to supporting the implementation of the 13th five year plan of Anhui Province, creating a new "three strong provinces", building a beautiful Anhui Province, and building a moderately prosperous society in an all-round way 。

1. Anhui Building Materials Industry Design Institute
According to the requirements of the reply of the state owned assets supervision and Administration Commission of the people's Republic of China on the reform of Anhui Building Materials Industry Design Institute, the property rights system of the provincial building materials Institute was diversified. However, due to the weak willingness of strategic investors, the listing and transfer of state-owned property rights could not be completed. Because the relevant design qualification of the Institute has been lost, the production and operation can not be sustained, and the life of the staff is difficult. In order to solve the practical difficulties of the staff and workers, on the basis of fully soliciting the opinions of the staff and workers and in accordance with the labor contract law, the hospital signed an agreement with 38 employees who voluntarily terminated their labor relations and gave them economic compensation. The state-owned capital company will advance the relevant funds. The next step will be to set up left behind institutions to properly arrange retired workers and ensure the stability of enterprises and society.
2. Anhui Agricultural Machinery Research Institute
On the basis of learning from the experience of Hefei coal mine Institute in dealing with allocated land, the property right reform plan of Provincial Agricultural Machinery Institute has been formulated, and the procedures for changing the nature of allocated land are being handled. At the same time, the company studied and agreed to borrow more than 1 million yuan to the Provincial Agricultural Machinery Institute to help its normal operation, and approved to increase its business scope, use the open space in the hospital to carry out rental business.
3. Anhui architectural design and Research Institute Co., Ltd
In 2016, in order to encourage the introduction of new talents and formulate incentive measures, the company reviewed and handled the directional transfer of 5% state-owned equity to qualified employees of the Provincial Architectural Design Institute, signed the state-owned equity transfer agreement and handled the asset filing procedures. At the same time, efforts should be made to promote the docking of scientific research institutes to the capital market and promote the listing of Provincial Architectural design institutes. At present, the application of various materials is progressing in an orderly manner.
4. Anhui Shuian Construction Group Co., Ltd
In order to optimize the equity structure, enhance the qualification and market development, Shui'an Group actively introduces Henan water conservancy survey, design and Research Co., Ltd. as a strategic investor, further improves the corporate governance structure, and plans to promote Shui'an group to advance towards the goal of clear strategy, high-end business and management upgrading, so as to build an industry-leading EPC general contracting enterprise.
Market development and brand building
Provincial State owned assets operation company does not involve specific business. Investment and asset management in market business are mainly reflected in provincial anzhen industrial investment group company. Huaan Securities Co., Ltd., Anhui provincial enterprise custody Asset Management Co., Ltd. and Anhui Chengtong asset operation company. The industrial business is mainly the wholly-owned, holding and participating subsidiaries of the company, including Anhui property rights trading center Co., Ltd., Anhui Shui'an construction group, Anhui bidding group, Anhui architectural design and Research Institute Co., Ltd., etc. (as shown in the figure below)
5、 Safe production and operation
（1） Promoting the construction of safety production system
The provincial state owned assets company attaches great importance to the work safety of enterprises at all levels. In strict accordance with the requirements of the Interim Measures for the supervision and management of production safety of provincial enterprises in Anhui Province (No. 72  of the state owned assets supervision and Administration Commission), the safety production committee of Anhui state owned Assets Operation Co., Ltd. is established. The main person in charge is the director of the safety committee, the deputy general manager in charge is the deputy director and the head of the office Be responsible for the unified leadership of the company's work safety.
According to the requirements of the notice of the general office of the people's Government of Anhui Province on reporting the construction of the emergency team (WZB  No. 117) issued by the general office of the provincial government and the notice on reporting the construction of the emergency team (No. 56  of the state owned assets supervision and Administration Commission of the people's Republic of China), the company established an emergency rescue headquarters and office, and formulated and issued the accident emergency response plan. According to the relevant regulations on production safety, the implementation rules of safety production supervision and management of enterprises affiliated to state owned assets operating companies in Anhui Province was formulated, which was revised in 2015 and issued to all levels of enterprises.
（2） Construction of classified supervision mode of safety production
1. A class of enterprises. Anhui Shui'an Construction Group Co., Ltd. (hereinafter referred to as Shui'an company) is a subordinate enterprise of construction type which attaches the most importance to and has the most arduous task of safety production. The direct supervision departments are Hefei quality and safety supervision station, Hefei Construction Commission and Provincial Department of housing and urban rural development.
Since this year, Shuian company has participated in 18 regular safety and quality meetings of construction authorities in the aspect of publicizing and implementing safety production laws and regulations, and formed meeting minutes to convey; organized safety and quality management personnel to learn 31 management documents of construction competent departments, and communicated and implemented them; in terms of updating management system, revised the work safety cost management office of Anhui Shui'an Construction Group Co., Ltd In the aspect of emergency plan drilling, 33 comprehensive and special production safety accident emergency rescue plans were reviewed, and 2 emergency rescue drills for xifeihe project during flood season and piping production safety accidents were participated in; in terms of education and training, a total of 22 internal and external training were organized, with 700 participants; in terms of safety management and quality management, a total of 311 inspections were conducted and issued In terms of quality and excellent creation, it has won 10 awards in total.
Under the company's spirit of joint supervision, the safety department of the company will work together to create a significant effect.
2. Class II enterprises. Anhui electronic computer factory is a production and processing enterprise, which provides supporting services for a domestic well-known electrical appliance manufacturer, and is also the key inspection object of our company. The safety production business competent department of the factory is: Shushan District Safety Supervision Bureau; the quality inspection business competent department is: Provincial Quality Supervision Bureau. The existing injection molding branch factory mainly produces plastic products which are made of plastics after heating and softening. Its characteristics are high power consumption and many inflammables. Metalworking branch is mainly engaged in mechanical processing, including turning, tongs, planing, milling, electric welding, oxygen cutting, etc., which is prone to hand injury and finger fracture. The material business department mainly focuses on plastic storage, which is characterized by high requirements for fire control. According to the different characteristics of each branch plant and business department, according to the national and industrial laws and regulations, combined with the actual situation of each department, the corresponding rules and regulations are customized. For example, "injection molding workers operating procedures", "lathe workers operating procedures" and so on, and the operating procedures are distributed to each front-line staff, greatly reducing the possibility of safety accidents.
3. Three types of enterprises. Such enterprises in our company system a total of 13, to property management, elevator safety, water and gas, food safety, fire and theft prevention as the main work. The headquarters of the company and its subordinate enterprises at all levels shall regularly inspect the fire pump room, fire hydrant and fire extinguisher to ensure the normal operation of the fire pump, no corrosion and leakage of the pipes and valves, no rupture of the fire water channel, and normal pressure of the fire extinguisher within the validity period, so as to make the fire fighting channel unobstructed. Assign special personnel to obtain the qualification certificate of elevator safety administrator, and be responsible for the daily safety management of the elevator. Regularly check and maintain the power distribution room of the substation to make the lines in good condition and return to their original position, and the electrical facilities are in good condition. It is forbidden to use the electricity with overload. Full time certified electricians are employed. Every meal in the canteen is sampled for inspection to ensure the health of the staff.
6、 Green energy saving and environmental protection
Anhui architectural design and Research Institute, a joint-stock enterprise of the provincial state-owned operating company, actively promotes energy conservation and emission reduction, adheres to green development, and has won several first prizes of green building. It also innovates the development mode of environmental protection business, establishes a green building research center, undertakes the cooperation project of low-carbon ecological city between China and Europe in Hefei, and studies the development of green building In the process of production and construction, he actively fulfilled the responsibility of environmental protection. His "construction method of urban river lake sediment treatment and garden planting soil", "key technology of vertical motor installation" won provincial construction method certificate and scientific and technological research achievements, which greatly promoted the harmonious development of enterprises and the environment.

8、 Promoting party building in a down-to-earth manner
In 2016, under the correct leadership of the Party committee of SASAC, the Party committee of SASAC gave full play to its political core role, implemented the main responsibility of comprehensively and strictly administering the party, and further standardized, institutionalized and normalized party life. We will solidly carry out "two studies and one practice" learning and education activities and "stressing alignment, seeing action" learning and discussing education activities, and strengthen the "Four Consciousness". We should establish a correct guidance for the selection and appointment of cadres and strictly implement the regulations on the selection and appointment of cadres. We should attach great importance to the work of the masses, care about the life of the staff and workers, safeguard the legitimate interests of the staff and workers, smooth the channels of letters and visits, and maintain the harmony and stability of enterprises. The company's petition and stability maintenance work has been commended by the provincial SASAC for 5 consecutive years.
We should strengthen the restriction and supervision of power operation and vigorously promote the system construction. Focus on key parts and key links of enterprise management decision-making, personnel selection and employment, property rights transaction, capital operation, material procurement, engineering projects, etc., and comprehensively carry out inspection work.

It is necessary to build a platform for employees to work in accordance with the law and safeguard the employees' rights and interests in accordance with the law, to maintain the employees' legitimate and harmonious working environment, and to realize the harmonious development of the company's employees.
1. Establish labor employment system according to law. The provincial state-owned assets operation company strictly implements the national labor laws and regulations, establishes and improves the labor employment system according to law, standardizes the labor contract management, and implements the whole staff labor contract system on the basis of legality, fairness, equality and voluntariness, and the signing rate of labor contract reaches 100%. 2. Improve the multi-level social security system. 11、 Practice social responsibility
"The road, the world is public.". In addition to the state-owned assets of Anhui Province, the state-owned enterprises should not forget the mission of maintaining the value of their own social assets, and should not forget the social assets of Anhui Province. In 2016, the company continued to assist jimiao village, Jiulong Town, Yingzhou District, Fuyang City, and increased its support for the poverty alleviation work of jimiao village. On the one hand, it strengthened the timely understanding of the poverty alleviation work of jimiao village, so that the problems could be solved in time. The responsible comrades of the departments in charge went to the villages and households to understand the situation, and made corresponding support and help for different problems In addition, they should also give more on-the-spot disposal rights to the comrades who help in the villages, and support all reasonable suggestions that are conducive to poverty alleviation. The whole poverty alleviation work of jimiao village has made progress on the basis of last year's good results. The indicators of poverty alleviation and assistance work in this year's previous self-examination, mutual inspection, district and municipal supervision and inspection are excellent. At present, we have applied for 120 projects of public welfare in the village, and have applied for the implementation of the public welfare projects of 120 households in Huigang village, and have completed the application for the implementation of the public welfare projects in the year of 2016 We have helped 23 families, implemented the rain dew program related students in 3 schools, completed the renovation and repair of the dilapidated houses of 16 poor families, completed the road repair and hardening of 3.5 km, road greening of 6 km, and built 9 culvert bridges, which achieved remarkable results in poverty alleviation and relief work.
